Use IP exclusion for a documented address or small set whose ad exposure should be reduced, such as an internal office, testing environment, known vendor, or repeatedly evidenced abusive source. Confirm the campaign type exposes the setting.
Do not treat IP as a stable person, company, or location. Shared offices, carriers, VPNs, mobile networks, households, and rotating ISP assignments can cause one address to represent many users or one user to appear under many addresses.
Build a restricted evidence record
Reconcile ad clicks, tagged sessions, landing pages, timestamps, click identifiers where lawfully retained, server logs, form behavior, CRM dispositions, invalid-click reporting, and known internal or partner networks. Record timezone and conversion delay.
Minimize collection, restrict access, mask addresses in broad reports, define retention, and involve privacy or security owners where required. A traffic spike or poor lead is not proof that one IP caused invalid paid clicks.
Choose the narrowest response

Test ad and organic tracking separately with tagged URLs. Google notes that organic and ad referrers can look similar and that some network sites may not provide IP information, so logs can still show the excluded address.
Monitor without overpromising
Review eligible impressions, clicks, invalid clicks, tagged sessions, excluded-network evidence, form quality, qualified leads, and complaints. Recheck whether addresses rotated or became shared and remove stale exclusions according to the expiry rule.
