Billing and access determine who can spend, who can change campaigns, and who can recover the advertiser account. Configure them before building a Demand Gen campaign.
Separate payment authority, campaign work, reporting, and recovery before the Demand Gen campaign can spend.

THE GMAIL ADS PATH
Billing and access
THE LEAD ATLAS METHOD
Lead Atlas Data can organize business contacts around the locations and categories authorized in the Gmail Ads budget, so the outbound scope follows the same market boundary.See how custom list research works ↗Why this step comes now
The billing country affects available payment options, and account access levels determine what each person can see or change. Both deserve deliberate business approval.
This is guide 3 in the ordered Gmail Ads path. Finish the account, ownership, measurement, and campaign decisions in sequence so later settings do not sit on an incomplete foundation.
Prepare before opening the platform
Collect the information and permissions first. Platform setup becomes confusing when the owner, billing country, destination, offer, or success event is still undecided.
Use real business details and individual user access. Do not share passwords, create placeholder businesses, or let an outside provider become the only person who can control an asset.

- Approved payment method
- Named administrators, campaign users, and billing contacts
- First-test budget and advertiser-verification documents if requested
Configure payments, people, and safeguards
Open Billing and Access and security in Google Ads. Create or select the correct payments profile, add the approved method, invite individual users at suitable access levels, and follow any advertiser verification prompt shown in the account.
Platform labels and recommendations can vary by account, device, country, eligibility, and rollout. Read every on-screen permission and confirmation before saving instead of forcing an older tutorial's wording.
- 01Confirm the payments profile
Use the correct organization or individual type, legal details, country, and tax information.
- 02Add the payment method
Use the approved business payment source and test that no billing alert remains.
- 03Invite individual users
Assign administrative, standard, read-only, billing, or email-only access according to responsibility.
- 04Review manager relationships
Keep agency or manager access visible and removable without losing the advertiser account.
- 05Prepare verification and spend controls
Assign the verification owner and document the maximum test budget and review cadence.
Simplified from Google's current access model. Confirm the full permission table before assignment.
Make the marketing decision explicit
Separate campaign authority from finance responsibility. The person editing ads does not automatically need full account administration or ownership of the payment profile.
Write the choice in the campaign brief, including the person responsible and the evidence that would justify changing it. Clear decisions make later troubleshooting much faster.
Design the billing-failure response
Name who receives payment alerts, who can update the method, who can pause campaigns, and how charges are reconciled. Keep legitimate Google Ads notices separate from unsolicited messages that request credentials or payment outside the signed-in account.
If advertiser verification appears, assign an administrator to complete it with accurate business documents. Do not treat verification as a campaign-operator chore with no owner.
Verify before continuing
Do not treat a saved screen as proof that the setup works. Test the customer path, confirm access from the correct accounts, and record the current state before continuing.
If one check fails, fix it at this stage. Adding more campaigns, assets, or automation on top of a broken dependency usually makes the original problem harder to locate.
- Billing has no blocking alert
- Two trusted administrators can recover access
- Working users have the minimum suitable role
- Manager relationships are understood
- Spend and verification owners are named
Move to the next guide
Continue to guide 04 and create the conversion action and Google tag needed to measure the real outcome from Gmail Ads.
Keep a short setup record with the date, asset names, owner, destination, and current status. That record becomes the baseline for the next guide and for future access reviews.
